If he is going to be arrogant about a decision that the admins made mostly in regard to what many people wanted, then I will definitely reverse the decision. In most leagues, the admin would do what he wanted without considering what the people wanted, then refuse to consider any of their ideas. Just because this league is democratic, doesn't mean the power that the GMs have should be taken for granted.
